One of the children in the Hope System of Care is Nguyen Thi Ly, born in 2001 with a deformed face, head and chest. The PPP has enrolled all of the 165 children with disabilities in Cam Le District in the Hope System of Care and 17 of the 120 young adults. Setting Priorities: Addressing the Human NeedĪ public private partnership (PPP) is being used to address the human needs in Cam Le District in Da Nang. These provinces need assistance for individuals and families burdened with disabilities and to restore forest cover and the productivity of farming soils in ways that create jobs and lead to higher incomes. Today these ten provinces are home to over 12 million Vietnamese. The Phu Cat Airbase, located in Binh Dinh province (red dot in lower right above) was also used as a base for Agent Orange spraying. Office of Committee 33/ Hatfield Consultants studies have confirmed that these two hotspots have dioxin contaminated soils and sediments above or near the Vietnamese National Standard of 1,000 ppt TEQ for soil and 150 ppt TEQ for pond sediments. To highlight these areas, we employ the great amount of historical data available from Jeanne Stellman and her colleagues at Columbia University on the areas that were sprayed with herbicides and more recent data on dioxin concentrations at hotspots from Office of Committee 33/Hatfield Consultants. In both instances, the boats frequently were met with hostile fire from enemy soldiers. Ouellet was killed while helping his shipmates of PBR-124 on a Mekong River patrol. For his actions, Williams received the Medal of Honor. Leading a team of two boats, his leadership accounted for the loss of 65 enemy boats. In October 1966, Boatwain's Mate First Class James E. Two notable actions involving the boats were with Boatswain's Mate First Class James E. Army's 9th Infantry Division to search out and destroy large formations of Viet Cong operations. Serving with The River Patrol, Task Force 116, and the Mobile Riverine Force, Task Force 117, the boats were used for stop and search inspections for junks and sampans in the river traffic and to assist the U.S. The boats had an enlisted crew of four and began operations in March 1966 with Operation Game Warden. Navy utilized small fiberglass hull boats designated Patrol Boat, Riverine (PBR).
